I think it depends on the couple. If the wife is uncomfortable with it, and has told him so, and he continues to do it... it may not be cheating but it's definately not right. If his wife has no problem with it, then who are we to judge.

No, it dont count as cheating but it depends on why he likes to give these super long hugs!!! is he just friendly or he is trying to get it on with these girls?His wife probably trusts him more than anything , but if i was her, i would want to know about these super long hugs too, even if they were just friendly

You said he's just a man who likes to give hugs. So, no I don't think he's cheating. He's just an affectionate person. He's doing this right in front of his wife, not hiding it. And if it doesnt' make her uncomfortable then there's no problem.
